Tincture ratios turn on water content, which is why fresh and dried herb use completely different numbers. Fresh leaf runs 60 to 80% water by weight, so a 1:2 ratio is already accounting for the water the plant brings with it. Dried material sits at 5 to 12% moisture, soaks up far more solvent, and needs 1:5 to extract properly. Run fresh herb at 1:5 and you have made something very weak. Run dried at 1:2 and much of it never gets wet at all.
Essential oil dilution converts a percentage into drops, working from the industry-standard 20 drops per millilitre. The concentrations deserve respect: peppermint oil is roughly 40% menthol by weight against a fraction of a percent in a cup of peppermint tea, and rose otto takes on the order of 3,000 kg of petals per kilo.
