Cap rate is the most misused figure in property. It is net operating income over price, and the word net is doing all the work. Gross rent minus the mortgage is not net operating income: vacancy, management, maintenance, insurance and property tax all come out first, and debt service does not go in at all. Cap rate is deliberately finance-blind so two properties can be compared regardless of how each was paid for. A listing quoting a cap rate off gross rent is quoting a number about 40% too high.
Cash-on-cash return is the one that answers what most buyers actually asked, because it does include the mortgage and it measures against the cash you put in rather than the price.
Both take vacancy and maintenance as inputs starting blank. A default of “5% vacancy, 1% maintenance” would be a guess dressed as data, and the difference between 5% and 12% vacancy is frequently the difference between a deal working and not.
